# Ecological Planning Toolkit - Rome

An advanced spatial analytics platform designed to democratise climate resiliency
planning. Sourced from multi-temporal satellite observations and open municipal
registries, the system maps and evaluates 23 key indicators across Rome to guide
targeted urban greening, cooling infrastructures, and ecological connectivity.

### Spatial Analysis & Environmental Framework

Mapped within Rome's coordinate reference system (UTM Zone 33N, EPSG:32633), the
toolkit aggregates environmental indicators across the 15 administrative municipalities
to resolve urban heat, canopy deficits, and exposure stress.

Indicator 01

Green, Open & Blue Infrastructure

Quantifies district surface shares allocated to public parks, formal gardens, open
plazas, water bodies, and public drinking fountains.

Indicator 02

Remote Sensing Vegetation (NDVI)

Measures active photosynthetic green biomass and vegetation vigor using Sentinel-
2 and Landsat surface reflectance mosaics.

Indicator 03

Land Surface Temperature (LST)

Evaluates summer radiometric surface heat, tracking the district surface proportion
exposed to thermal stress exceeding 34°C.

Indicator 04

Surface Urban Heat Island (SUHI)

Calculates localized microclimatic thermal anomalies, pinpointing intense heat island
hotspots operating at +1.5°C above the baseline mean.

Indicator 05

Air Quality Exposure Indicators

Assesses atmospheric exceedance shares beyond safety guidelines for NO2 (>25 µg/
m³), PM10 (>20 µg/m³), and PM2.5 (>10 µg/m³).

Indicator 06

Acoustic Environment & Noise

Models road and rail transport noise decay (CNOSSOS-EU framework) to identify urban
zones suffering from elevated noise (>55 dBA).

Indicator 07

Carbon Sequestration & Canopy Deficit

Analyzes biomass annual carbon sequestration shortfalls and identifies priority
areas with tree canopy density below 30%.

Indicator 08

Demographics & GHG Footprint

Examines district population distributions and downscaled sectoral emissions exceeding
the 25 tCO2e/ha/yr gross hotspot threshold.

Indicator 09

Built vs. Unbuilt Space Ratio

Utilizes ESA WorldCover 10m land cover models to compare sealed structural surfaces
against permeable, unbuilt land reserves.
